GC Labs environment scope

For GiveCampus school settings.

The Labs API enables an allowed feature flag for the school ID in the environment receiving the request. It does not copy configuration between production and sandbox. Program enrollment is not proof a feature was activated. Confirm the portal’s selected school/environment and individual beta; the portal’s live targeting cannot be inferred from the API alone.
