Subscribe staff to recurring failure notices

For GiveCampus school settings.

Add the colleague as an eligible fundraising administrator with their correct account email, then enable the administrator Recurring Notifications preference in notification settings. Established-subscription failure handling selects fundraising admins subscribed to recurring or donation notices and project recurring recipients, subject to the failure-notification guard. First-payment failures and expired-card notices have different handling; subscription does not guarantee a notice for every attempted charge.
