Permission to create custom reports

For GiveCampus reporting.

The custom-report creation policy checks Manage Report Settings, not simply permission to view reports. The permission catalog assigns it to Superadmin, Fundraising Superadmin, Gift Management Admin, Finance Admin and School-Level Settings Admin; Reporting Admin is not in that list. These roles have different additional powers, so there is no single universal “lowest” role without considering the person's duties. Ask an authorized administrator to grant the appropriate reporting-settings capability/role and scope rather than automatically elevating to Superadmin. Interface/menu visibility can have additional checks.
