Whole-list email audience from a master file

For school administrators using GiveCampus Outreach. Controls can differ between the classic email editor and the newer Composer editor.

A way to create the whole-list audience is a static uploaded segment: use the current authorized master list with external_id, first_name, last_name and email_address, choose Upload a List, give it a unique name, and upload the CSV. Add that segment as the Outreach audience, let recipients generate, and inspect Included/Excluded before sending. Importing constituent records alone does not create a sendable audience or override invalid/missing addresses, unsubscribes, or topic exclusions. This uploaded segment is a snapshot and does not add newly imported constituents automatically; refresh its data or use a separately configured dynamic segment for ongoing use. “Contactable” must mean eligible for this email/topic, not simply present in the database.
