A public donor count and the number of rows in a gift report measure different things. Compare the configured donor-count mode, qualifying gift states, date/report filters, joint giving, offline donors and explicit donor adjustments before concluding there is a counting bug.
In the aligned-count path, the calculation includes unique positive-value online name/email pairs, countable offline donor entries, joint-gift donor counts and the explicit donor adjustment. Offline entries with complete name/email information can be deduplicated against online identities; incomplete offline identity information is handled differently. A legacy count path also exists, so do not assume this exact formula applies to every campaign.
To investigate, record the campaign ID, displayed count, report name/date filters and a small set of known gift IDs. Do not multiply gift rows into donors or silently change the donor adjustment to force agreement. Support will need the actual records to explain a numerical discrepancy.
