Uploaded segment missing from personalized-link choices

For school administrators using GiveCampus Outreach. Controls can differ between the classic email editor and the newer Composer editor.

The editor's personalization-link choices come from school personalization tags and, with the newer workflow feature enabled, personalized workflows belonging to the selected campaign/form. They are not a list of every uploaded recipient segment. A segment selects recipients; it does not automatically create a corresponding link option. Configure the intended personalization for the target form, then select its tag/workflow in the link picker and verify the actual recipient's result. Confirm which editor is in use, because this describes the link-data provider rather than every interface generation.
