Submitted, Sent and Spam Reported in recipient history

For school administrators using GiveCampus Outreach. Controls can differ between the classic email editor and the newer Composer editor.

Submitted means the message was submitted to the delivery provider API; it does not confirm sending or delivery. For the delivered-email record, Sent is set by the provider delivered event, while Spam Reported records a spamreport event. Failed records submission/sending failure. The recipient-history CSV uses delivered-email state when present and otherwise recipient state; the latter uses sent for submission to SendGrid/Twilio, so the fallback is not proof of delivered inbox placement. Neither Sent nor Submitted proves the recipient read the message. States have precedence rather than providing a chronological event history; inspect provider events for a specific failure.
