Snippet permissions, editor transition and template search

For school administrators using GiveCampus Outreach. Controls can differ between the classic email editor and the newer Composer editor.

Snippet creation/editing is permission-controlled through the corresponding Outreach template permissions or qualifying full school/event administrator access. Being able to view a message is not permission to create all shared content. Composer's saved-content feature is separately gated; structured saved content is edited in Composer. Fully-on-Composer schools have no per-message legacy opt-out; other rollout states offer default/opt-in choices. Ask support about school-wide transition configuration rather than inventing an administrator toggle. The draft outreach search matches outreach names; the new-message template picker is a separate select control whose options depend on editor/template availability.
