Public topic signup versus resubscribe

For school administrators using GiveCampus Outreach. Controls can differ between the classic email editor and the newer Composer editor.

The topic controls provide recipient-specific unsubscribe/resubscribe, not a public new-subscriber topic signup form. Never distribute an individual recipient’s private resubscribe link as a general signup link. Institutions can collect signup/topic preferences through their approved form and map that data into reviewed Outreach audiences and consent/eligibility settings; native public signup is a product feature request.
