Legacy Smart Ask Amount Segment creation is disabled

For school administrators using GiveCampus Outreach. Controls can differ between the classic email editor and the newer Composer editor.

The old New Smart Ask Amount Segment button is intentionally disabled. Its tooltip directs users to GC Outreach, where Smart Ask Amounts and connected personalized links now live. Use Outreach to add ask amounts to personalized links. Do not diagnose this button as a missing-permission or import-completeness problem; historical segments may still be displayed on the old page.
