Uploads respect recorded unsubscribes; migration is separate

For school administrators using GiveCampus Outreach. Controls can differ between the classic email editor and the newer Composer editor.

The exclusion service compares normalized addresses against the school's overall Outreach unsubscribe and the message's selected topic, marking matches Excluded with reason unsubscribed. Uploading a recipient does not bypass that suppression. An audience CSV is not proof that a prior vendor's suppression list has been migrated; arrange and validate the consent/topic mapping through an approved migration process before sending.
