Removing a recipient does not remove their gift

For school administrators using GiveCampus Outreach. Controls can differ between the classic email editor and the newer Composer editor.

The recipient trash/remove action creates an outreach-specific persistent exclusion by email/phone and marks that recipient excluded. It survives recipient regeneration for that outreach. It does not delete a match, challenge or donation, and is not a general removal of advocate status. Review recipients before sending.
