Keep generic suggested amounts with Smart Asks

For school administrators using GiveCampus Outreach. Controls can differ between the classic email editor and the newer Composer editor.

Keep the form’s general suggested amounts for visitors without personalized asks. The form gives current personalization asks first priority, then legacy autofill asks, then the form’s suggested amounts. Donors and other visitors can use the same form with their respective personalized or generic links; removing generic amounts is not required for Smart Asks to work. Test representative links and any recurring amount behavior separately.
