Distinguish usage display from sending-limit checks

For school administrators using GiveCampus Outreach. Controls can differ between the classic email editor and the newer Composer editor.

The Outreach Usage display counts already-sent recipient records. The separate sending-allowance check counts included recipients on non-draft, non-failed email outreaches within its sent/scheduled monthly scope, so scheduled work can reserve capacity before appearing as sent usage. Do not assume those two values are identical or interpret their difference as a billing error. Allowance provisioning and tier configuration require account review.
