Composer toolbar and scrolling

For school administrators using GiveCampus Outreach. Controls can differ between the classic email editor and the newer Composer editor.

The composer layout keeps the toolbar above a separately scrolling content pane. Scroll within the email editing area to keep that toolbar visible. This wrapper has no user toggle for toolbar attachment. If another editor/version behaves differently, identify the version and reproduce before prescribing a change.
