Build a complete event nonreply call list

For school administrators using GiveCampus Outreach. Controls can differ between the classic email editor and the newer Composer editor.

Invitation uploads are Outreach recipient sources, not RSVP records for everyone. For a complete nonreply call list, combine recipient lists/history from every invitation wave, deduplicate by constituent identifier/email, then exclude both attending and declined event records. Include later invitation sends explicitly. Recipient history exports support selected outreaches/date ranges; delivery status is not RSVP status. Do not assume a registration export automatically contains all invited nonrespondents.
