An ask-amount condition is not a reliable all-imported-constituents proxy: it can be unavailable without ask data and excludes blank/nonmatching values. Empty custom queries return no records. An all-person population can include records beyond a particular SLDI import. Identify the mapped source/tag that marks the intended import population, include people without asks, and validate the dynamic segment count against the source with data support.
