Unknown constituent in assignment upload

For the established (legacy) Volunteer Management portal. These steps differ from the newer Volunteer Management interface. Administrator controls require the appropriate school or volunteer-management permissions.

The VMS assignment CSV process looks up the constituent by its supplied external ID. If absent, that row is marked failed with Constituent does not exist, and the process continues to later rows. It does not create the missing constituent. Review row failures, correct/import the missing constituent and retry intended assignments. Missing volunteers and other invalid assignment rows have separate errors.
