Draft templates missing from a personalized segment picker

For school administrators using GiveCampus Outreach. Controls can differ between the classic email editor and the newer Composer editor.

The personalized-workflow Create Outreach picker requests active legacy email templates and, when Composer templates are enabled, published Composer templates. Drafts are not selectable merely because they are saved. Create/save the intended reusable template, review it, activate the legacy template or publish the Composer template, then reopen the picker. An Outreach draft message is distinct from a reusable template.
