Restrict volunteer handler notifications to one role

For the established (legacy) Volunteer Management portal. These steps differ from the newer Volunteer Management interface. Administrator controls require the appropriate school or volunteer-management permissions.

In legacy VMS, handler filters determine which volunteers a handler covers. Notifications then use that volunteer’s handler recipients rather than filtering each activity by the particular role that matched the handler query. A role filter can select the volunteer without limiting notices to activity in only that role. Narrowing which volunteers a handler covers does not limit notifications to one role’s activity.
