Reimagined VM composer scope

For the established (legacy) Volunteer Management portal. These steps differ from the newer Volunteer Management interface. Administrator controls require the appropriate school or volunteer-management permissions.

The reimagined Volunteer Management outreach flow uses a dedicated composer with text formatting, lists and links. Its configured feature set omits Outreach's image, section, table and button editing tools. An announcement about the Outreach editor does not prove a school's legacy VM interface has been migrated. Confirm whether the user is in legacy or reimagined VM and the school's rollout state before looking for new editor controls.
