Legacy VMS send screen lacks merge-token buttons

For the established (legacy) Volunteer Management portal. These steps differ from the newer Volunteer Management interface. Administrator controls require the appropriate school or volunteer-management permissions.

The established VMS template editor exposes Email tokens buttons, while the Send an Email screen provides saved-template insertion and no equivalent general token-button panel. Build the message with the supported tokens in My Templates, save it, then insert that template in Send an Email and test. The send process resolves the supported constituent tokens; missing buttons on that legacy send screen do not by themselves mean merge support is unavailable. Reimagined VM has a separate composer.
