Shared Assignments feature scope and who changes it

For the established (legacy) Volunteer Management portal. These steps differ from the newer Volunteer Management interface. Administrator controls require the appropriate school or volunteer-management permissions.

Shared Assignments is checked against the active VMS school/unit, with some checks also considering the signed-in user. GiveCampus manages the feature enablement; it is not an ordinary volunteer-admin role toggle. Role settings separately control what volunteers can see or message about shared assignments. Ask GiveCampus to confirm the intended unit and effective configuration; do not assume enabling it for one unit covers every unit or that the flag is exclusively unit-scoped in every code path.
