The project's permalink is unique within the school, case-insensitively, across the broader project records rather than only the current visible form list. Check the generated URL/name, state filters and administrator object access. An existing but inaccessible or hidden object can require authorized account review. Do not delete or rename an existing form merely to clear a collision without identifying it.
