Hide browsing options while allowing designation search

In GiveCampus giving forms, available controls depend on your permissions and the interface used by your institution.

Assign the intended funds/shared groups to each relevant form. Hidden designation nodes can remain searchable: the selector suppresses hidden nodes in normal browsing, but includes matching hidden nodes for searches of at least three characters. Keep the main funds visible/featured and preview the exact donor flow. A fund merely existing in the school catalog does not make it available on every form. No universal add-all-funds-to-all-existing-forms operation is available by this selector.
