Double the Donation placeholder scope

In GiveCampus giving forms, available controls depend on your permissions and the interface used by your institution.

The standard Double the Donation search placeholder reads the school's DTD input placeholder setting. The giving-form controls do not offer separate placeholder text for each form. Per-form enable/disable is distinct from this school-level text setting.
