Refunding tests does not necessarily allow deleting an activity

In GiveCampus Events, available controls depend on your permissions and the interface used by your institution.

The activity deletion rule requires no non-incomplete tickets. Refunding a payment does not erase its tickets, so the trash control can remain disabled after a refund. Preserve financial history and have support review an appropriate cancellation/cleanup workflow for test registrations. Do not assume that a refund makes an activity deletable or recommend deleting payment records to bypass this check.
