Public search for people who are not attending

In GiveCampus Events, available controls depend on your permissions and the interface used by your institution.

The public guest list uses attendees with pending/confirmed attending tickets. It is not a public directory of RSVP-no records. Administrator registration/RSVP reporting is separate. Do not assume that alumni can search the public guest list to see everyone who declined, or expose private RSVP data as a workaround.
