Late registrations and administrator payment URLs

In GiveCampus Events, available controls depend on your permissions and the interface used by your institution.

An administrator checkout URL is permission-bound, not a public payment request. Public registration requires an active event and an open registration window. For self-service late registration, extend/reopen the appropriate window and share the public event link, respecting capacity. Otherwise use the supported authorized administrator workflow; do not assume an admin-session link bypasses a closed window for guests.
