More event capacity may not clear waitlist mode

In GiveCampus Events, available controls depend on your permissions and the interface used by your institution.

With waitlist enabled, it can remain active because of unexpired incomplete waitlist invitations, a sold-out ticket type configured to trigger waitlist, or overall guest capacity. Increasing only the total capacity does not necessarily clear the other conditions. Invite the intended waitlisted registrants and inspect ticket limits, outstanding invitations and registration windows before reopening broadly.
