Admin registration capacity is enforced

Open Events → Events → select your event → Registrations.

The admin Add Registration workflow enforces overall guest capacity, per-ticket/package availability and per-registration limits. There is no blanket staff/leadership capacity bypass. Public registration-window closure is separate: maintain that closure while an authorized administrator adjusts approved capacity and uses the admin registration flow, then review final settings. Raising capacity alone must not be described as requiring public registration to reopen.
