Gift Officer and shared school constituent data

Gift Officer is enabled and authorized within a school context. School constituent records can link both imported gifts and online contributions; buying the product does not inherently create an isolated constituent database. Product permissions and assignments still control user access. An intentionally separate institution instance is an account-specific architecture decision.
