Event constituent identifiers use person links

For GiveCampus constituent data and imports.

Initial event registration creation, and later email changes, queue matching to people by email. The event report's registrant constituent-ID column reads linked individuals. An identifier uploaded elsewhere does not confirm that a particular registration is linked to the intended person. Compare the registration email, imported person/email records, saved links and chosen report column when IDs are missing.
