Upload offline gifts before campaign launch

The offline-gift create/review flow checks authorized campaign management, without requiring an online campaign state. Eligible administrators can upload offline gifts to a draft campaign. Use its current template and approval flow, then verify processing and totals. These are real offline records, not preview gifts; review effects on offers/counting before launch and do not upload the same gifts again just because the campaign later goes live.
