Missing import configuration

For GiveCampus constituent data and imports.

Check the correct school, permissions and configuration state before assuming a configuration was deleted. The delete action destroys the configuration and offers no undo/restore action. If deletion is confirmed, recreate and validate mappings from a known sample; do not infer deletion from disappearance alone.
