Does deleting a constituent delete everything

For GiveCampus constituent data and imports.

Do not assume this. The missing-CRM-data cleanup has a specific imported-data scope and safeguards, including preservation of people with non-importer data and options to retain person records. It removes many associated imported records, but is not a blanket deletion of every payment, user account or record anywhere in the product. Identify the exact cleanup operation and review affected relationships/history with support before deletion. Changing CRM identifier strategy likewise requires reconciliation, not a blind wipe-and-resync.
