Temporarily launch then return to draft

An authorized administrator can return an eligible launched campaign to Draft using Back to Draft. A campaign serving as the school Make a Gift redirect target or Campaign Backup Form is locked against that transition until the destination role is cleared; use the campaign's authorized redirect control or Support for the separate backup designation. Launching exposes the live flow and can allow real activity, so use preview for layout testing where possible; Draft does not undo gifts or messages already generated.
