Renaming a tier page versus changing its URL

An existing tier page keeps its nonblank permalink when only its name is changed; a permalink is generated from the name when the page has no existing permalink. This differs from the main campaign rename behavior. A deliberate permalink edit is a separate URL change; preview and verify the actual link after saving.
