Offline Gifts is absent under Manage Gifts

In the campaign sidebar, Offline Gifts is its own entry, separate from Manage Gifts, and appears only when the campaign policy allows managing offline gifts. If quoted instructions place it beneath Manage Donations, inspect the current campaign sidebar/interface and the user's offline-gift permission. Do not conclude that the feature is missing merely because it is not a submenu of Manage Gifts.
