Reconcile overlapping Tier 2 totals

For the designation-based tiers, eligible gifts are found from the selected designation node and its descendants. Multiple tiers that contain the same underlying designation can include the same gift; summing their donor counts need not equal the parent campaign's count. When both affiliation and designation filters apply, the gift must meet both. A hidden designation can still exist in the configured tree; hiding a checkout option is not proof that past qualifying gifts stop counting.

Donor counts are not gift-row counts. The implementations account for donor identity, joint-gift credit, offline donors and manual adjustments, with some rules selected by school/campaign configuration. Compare exact contribution IDs, designation allocations, affiliations, joint credit and report inclusion settings before declaring the difference an error.

Tier totals are calculated and saved. Updating a designation group queues a designation-tree refresh, but that service does not itself recalculate every tier's donor/dollar totals. If totals remain inconsistent after correcting a group, ask support to compare the saved filters and calculation state and perform an authorized recalculation if needed. Do not delete or add gifts just to force a displayed count.
