Pre-launch giving controls versus advocacy and display

Early giving, offer match and offer challenge options in the pre-launch settings are disabled until the underlying campaign is online. Include Advocacy does not share that disable condition. Public pre-launch display separately depends on the page not being draft/expired and the URL not requesting campaign_view=true; preview has its own parameter. Inspect saved state/date and a clean public URL for a hidden page rather than treating activation and every CTA as identical.
