Per-tier About title and second private custom section

In the classic tier layout, the About header delegates to the parent campaign’s section-header setting, so it is not an independently named header per Tier2page. Each tier has one local custom-content header/body or can display inherited parent custom sections; it does not expose multiple independent tier-only custom sections. For different reunion committee titles plus Questions, use clear headings within the tier’s available local rich-text content, or ask support about a different supported layout. Editing parent headers/sections can affect other tiers.
