Offer creation and an empty match section

Offer a Match and Offer a Challenge are separate contribution flows, not options that convert an ordinary gift after checkout. Use the campaign offer links or the supported Match/Challenge Form and keep the allow-offers setting enabled. In the classic/tiered display, enabling matches can itself keep the match subsection visible even when no active offers exist. There is no established automatically-hide-empty-section switch that preserves all offer controls; review the specific page layout separately rather than disabling offers to hide it.
