Tracking query and section anchor order

Place attribution query parameters before the # section fragment: /campaign/tier?a=ADVOCATE_ID#campaign-custom-section-SECTION. Use one ? to start query parameters and & between parameters. Everything after # belongs to the fragment, so appending ?a= after the anchor makes it part of the section name and prevents the server receiving it as attribution. Preserve the actual tier path and test the destination/section.
