Tiered pages during pre-launch

An ordinary public child-tier link redirects to the parent when the parent's pre-launch page is live. Authorized administrators may preview the child. An online tiered page accepts campaign_view=true on an online child URL to bypass that pre-launch display condition, but draft/archived parent restrictions and unpublished-child restrictions remain. This shows the full child campaign page; it does not create an independent child pre-launch-page design. Giving visibility is a separate check requiring an eligible online/prelaunch project that is not expired. Confirm the exact states and donor experience before distributing an early-fundraising link. Do not equate pre-launch-page display with a guarantee that a gift can be completed.
