Reaching a goal does not itself end giving

A tier's donor or dollar goal is a progress target. The Tier 2 giving-button decision follows the parent campaign's state and expiration, not whether the tier reached its goal. An otherwise available campaign can therefore continue accepting gifts after reaching that goal and before its end. Incentive inventory, matching-offer capacity, and other eligibility rules are separate limits.
