Offline gift designation must resolve on the campaign

In the individual offline-gift CSV importer, designation_identifier is matched by exact administrative identifier against the target campaigns shown designations. A fund existing only in the school catalog does not mean that it will resolve in that campaign. Blank or unmatched values leave the imported designation name empty and its ID unset. Do not blank a restricted gift merely to make it fit an unrestricted campaign: that loses the intended fund association. Review the campaign designation setup and approved reporting treatment with support before importing restricted gifts outside the offered list. Hiding a designation from a dropdown is not a guarantee that donors cannot find/select it elsewhere.
