Stable pre-launch campaign URL

Use the normal campaign landing-page URL for a QR code or vanity redirect. Before its configured launch time the active pre-launch page is shown; afterward routing shows the campaign. Confirm campaign launch state. Do not print a preview URL, forced pre-launch URL or direct payment URL when the intended destination is the public campaign landing page.
