Group independent campaigns without moving gifts

School pages reference selected existing campaigns/tier pages, preserving their records and URLs. An area navigation page can show existing campaigns plus its direct-giving campaign, with links from the main page through supported content/navigation. This is different from converting independent campaigns into tier children: tiered gift filters operate under their parent and do not automatically absorb unrelated campaign history. Verify the available page editor and navigation layout before promising a specific card-to-area-page presentation.
