Covered fees in the public campaign total

For the ordinary USD campaign total in the available workflow, the online gift contribution uses full contribution value, including donor-covered processing fees. A $250 gift plus $8 covered fees therefore contributes $258 to that ordinary total. Designation-filtered/tier totals and externally calculated displays can use different measures; confirm those scopes separately.
